The city of Chula Vista is located in present-day San Diego County. With 227,723 inhabitants, Chula Vista is California's 14th largest city. The cost of living is 18 percent higher than other cities, with housing costs being the driving force behind the added expense.

A disparity exists between the number of renters versus owners. Owners comprise 55 percent of the population and renters only account for 37 percent, leading to a high vacancy rate of almost 8 percent. Despite the economic crisis and high vacancy rates, the prices of rental properties has also remained high.
