The cost of living in New York State is 20% above the national average. Housing costs and especially rental costs rank 40% above the national average. Both Rochester and Buffalo have an abundance of apartments at every price range along the spectrum. One bedroom apartments average out at about $700 per month with utility rates coming at about $80 per month.
